Au tournant du 20 e siècle la fièvre de l’industrialisation imprègne l’Asie de l’Est. En particulier en Chine et au Japon, il est partout question du comment , non pas du pourquoi, car la suprématie militaire occidentale donne le rythme. Si désormais les institutions occidentales font modèle, la Chine et le Japon tirent des conclusions incompatibles sur le rôle de l’Etat dans l’économie.
